Responsibilities

As a Tax Manager in our Cannabis practice, you will use your expertise in taxation to oversee, manage, and complete tax projects; provide innovative tax planning, consulting, and compliance for a variety of clients in the cannabis industry. • Will review business tax returns including 1120, 1120S and 1065

• Meet with clients to assess their current needs and propose solutions

• Develop and sustain strong client relationships to become their most trusted business advisor

• Keep up-to-date on current tax procedures and changes in tax regulations/laws

• Actively participate in internal and external tax trainings

• Plan and manage budgets, billing, and staffing

• Manage engagements effectively to ensure exceptional client service

• Train, supervise, and delegate assignments to tax seniors and staff

• Review complex tax returns and associated workpapers prepared by staff and senior associates and provide timely, specific, and meaningful feedback

• Lead and mentor staff to meet individual professional development goals

• Provide constructive feedback to both superiors and subordinates through the semi-annual review process

• Identify new client and business development opportunities

Qualifications

• 7+ years public accounting experience with an emphasis on taxation (i.e. Tax Accountant)

• Experience in private/public accounting working with commercial and cannabis clients

• Knowledge of 280E and other tax specific nuances with companies working in this industry

• Demonstrated experience managing multiple client engagements with a financial accounting background.

• Strong experience with corporate tax, tax provision, and multi corporation

• Strong public accounting management experience

• Excellent customer service skills

• Strong oral and written communication skills

• Ability to manage multiple high-level works

• CPA License

• Bachelor’s or Master’s Degree in Accounting or Tax

The Controller's Office is responsible for governance and conduct of key aspects of the City's financial operations, including operating the City's financial systems and procedures, maintaining the City's internal control environment, processing payroll for City employees, managing the City's bonds and debt portfolio, and processing and monitoring the City's budget. The department produces regular reports and audits on the City's financial and economic condition and the operations and performance of City government.</p><p>The Budget and Analysis Division (BAD) manages the technical development of the City’s annual budget, including forecasting tax revenues, costing and budgeting labor and benefit costs, and assisting the Mayor and Board of Supervisors with costing and budgeting of policy initiatives. The group manages the City’s adherence to voter-approved spending requirements and financial policies and produces a variety of reports, including quarterly budget status updates and various fee-related reports. Additionally, the division manages property tax apportionment, rate setting, and reporting to the state, places special assessments on property tax bills, and processes the Assessor’s changes to prior and current year property tax rolls.</p></div><br /><div>Job Description<p><br />Duties include, but are not limited to:</p><p>(1) Designing, documenting and executing the financial analyses and budget/accounting transactions required to implement recent voter-adopted measures, including eight tax measures generating almost $2 billion in revenue and two related spending mandates totaling approximately $400 million. .</p><p>(2) Support development and design/execution of known and potential measures, including the renewal of the Library Preservation Fund baseline as well as possible revenue and/or baseline measures for other agencies whose fiscal outlook has been permanently and negatively affected by pandemic-induced changes.</p><p>(3) Determining, documenting and executing the correct budget and accounting transactions and reporting of over $600 million in Board-adopted reserves;</p><p>(4) Assisting with the City’s revenue forecasting and reporting cycle and overseeing / mentoring staff on critical accounting and budget transactions, particularly at the end of each fiscal year.</p><p>This position reports to the Controller’s Office Budget and Analysis Division Citywide Revenue Manager.</p><p>Over the past three years, voters have adopted eight new general and special purpose taxes including: the transportation network tax (Nov 2019 Prop D, eff. FY 2019-20), transfer tax rate increase (Nov 2020 Prop I, eff. FY 2020-21); business tax overhaul which adjusted gross receipts tax and business registration rates (Nov 2020 Prop D, eff. FY 2021-22); commercial rents tax (June 2018 Prop C, eff. FY 2020-21); homeless gross receipts tax (Nov 2020 Prop C, eff. FY 2020-21); retail vacancy tax (Mar 2020 Prop D, eff. FY 2022-23), cannabis tax (Nov 2018 Prop D, eff. FY 2021-22); and tax on executive pay (Nov 2020 Prop L, eff. FY 2022-23). Two of these measures include new expenditure measurement requirements (“baselines”). Homelessness Gross Receipts involves providing a nine-member advisory committee and the new staff hired to run the committee with frequent forecasts and budget updates. Additionally, during this period, the number of General Fund reserves that policymakers designated have nearly doubled. This position will work with the Citywide Revenue Manager to design, document, and execute the financial analyses and budget/accounting transactions that are required to fully implement these new revenues, baselines, and reserve initiatives. This project will wind down as these new sources become fully integrated into ongoing operations.</p><p>The position’s revenue forecasting and reporting role includes assisting the Citywide Revenue Manager with complex analytical projects, forecasting and monitoring the City’s revenue and expenditure budgets, Charter-mandated spending requirements, and departmental programs; assisting in the preparation of periodic reports of the City’s financial condition, including the 5-Year Financial Plan and Update, bond official statements, Six and Nine Month Budget Status Reports, and the annual Revenue Letter; and performing a variety of budgetary, economic, financial and legislative analyses.
