The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

The information technology (IT) team is highly customer focused and directly supports four distinct lines of business: retail liquor, wholesale liquor, cannabis, and corporate. These line of business IT teams are supported overall by both a Chief Information Security Officer and a Chief Technical Officer and their respective departments to ensure the organization prioritizes security and innovation.

At present the technology team consists of more than 200 full-time employees, and has also adopted a multi-sourcing strategy and leverages external expertise, Cloud SaaS based services and government shared services as appropriate.

The teams integrate, maintain and enhance more than 80 business systems on a hybrid on-premises and cloud infrastructure. These include:

  • Merchandising and retail store systems that process 40 million plus customer transactions per year.
  • Wholesale, distribution and warehouse systems that enable the movement of 17 million plus cases per year.
  • Corporate finance systems to service an annual budget of approximately $3 billion and HR and payroll systems to service more than 5000 employees.

The Systems Analyst supports the development of systems changes/enhancements through the various phases of the application development life cycle. This position is responsible for supporting the planning, analyzing, designing, developing, testing and implementation of effective solutions to meet requirements and maintaining and enhancing assigned systems as necessary. They Systems Analyst oversees system applications’ maintenance and enhancements from small to medium initiatives entailing both short and long term projects.

Position Requirements:

Education and Experience:

Degree or Diploma in Computer Science/Information Technology or a related field with a minimum of 1 year of recent, related experience*.

OR

A combination of recent experience and education may be considered, i.e., 3 years of recent related experience* with formal IT courses and /or certifications.

  • Recent, related experience must have occurred in the last 5 years and must include the following:
  • Experience with Enterprise Resource Planning (ERP) systems such as SAP, Oracle eBusiness Suite or PeopleSoft.
  • Experience identifying key project milestones and producing project deliverables (I.e. system analysis and design specification documentation, test plans, migration plans.)
  • Experience creating batch files and/or scripting i.e. Unix shell or PowerShell.

Preference may be given to candidates with experience in the following areas:

  • Systems analysis experience with retail supply chain systems and processes - POS, Inventory, Pricing, Markup/Promotions, Marketing, Merchandising, Replenishment, Workforce Management, Space Planning, Assortment Planning.
  • Systems analysis experience with Corporate Services systems and processes - Finance (A/R, A/P, G/L, Data Management, Audit, Purchasing), Human Resources (Recruitment, Payroll, Training & Learning, Labour Relations, Occupational Health & Safety), Corporate Security and Real Estate.
  • Experience with Enterprise Applications, Legacy Applications and Interfaces.
  • Web application development.
  • Mobile application development with Java.
  • SQL Query and PL/SQL development.
  • Developing applications using Object Oriented technologies (.NET (C#, ASP), Java).
  • Oracle Service Bus (Oracle Service Bus).

The Senior Network Analyst is expected to be able to be able to predict trends and work closely with the managers to keep the BCLDB Networks capable of meeting all current and intermediate future needs (3-5 yrs).</p><p>The technologies the Senior Network Analyst is expected work with include, but not limited to: Physical cabling, Routers, Switches, Wireless Controllers and Wireless Access Points, VOIP systems, Load Balancers, DNS, Virtualization (Software Defined Networks, Software Defined WAN, cloud etc.), Virtual Private Networks, Network Segmentation, Packet Analyzers, Monitoring and Performance tools, etc.</p><p>The Senior Network Analyst is expected to perform some supervisory duties with the Network Analysts and to interact closely with leads in other areas of the business.</p><p>To accomplish objectives, the position develops and maintains professional relationships within IT, with lines of business, with external contractors and vendors.</p><p>Work occurs during core business hours however the position is expected to adjust to business requirements. The responsibilities of the Budtender/Ambassador include greeting and welcoming customers, informing the manager of customer complaints and operational issues, and sharing firsthand experiences of cannabis products to address customer concerns. You should also be able to answer customers' questions regarding the different strains of cannabis, their medicinal uses, and methods of consumption.
