Senior Business Systems Analyst – Retail

At the Liquor Distribution Branch (LDB) our vision of ‘Service. Relationships. Results.’ is all about providing a valued service, building strong relationships with our stakeholders, and achieving greater results for the province.

The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

We employ nearly 5,000 people in over 200 communities and have hundreds of career opportunities spanning our entire wholesale, retail and corporate operations – from supply chain logistics, to high-tech solutions, and everything in between. The information technology (IT) team is highly customer focused and directly supports four distinct lines of business: retail liquor, wholesale liquor, cannabis, and corporate. These line of business IT teams are supported overall by both a Chief Information Security Officer and a Chief Technical Officer and their respective departments to ensure the organization prioritizes security and innovation.

At present the technology team consists of more than 200 full-time employees and has also adopted a multi-sourcing strategy and leverages external expertise, Cloud SaaS based services and government shared services as appropriate.

The teams integrate, maintain and enhance more than 80 business systems on a hybrid on-premises and cloud infrastructure. These include:

  • Merchandising and retail store systems that process 40 million plus customer transactions per year.
  • Wholesale, distribution and warehouse systems that enable the movement of 17 million plus cases per year.
  • Corporate finance systems to service an annual budget of approximately $3 billion and HR and payroll systems to service more than 5000 employees.
The Senior Business Systems Analyst (BSA) is responsible for completing detailed end-to-end business analysis, obtaining clear definition of business requirements and translating them into functional specifications, developing cost-benefit/alternative analysis, risk assessments, recommendations, and preparing branch standard documentation. The position also identifies time frames, resources/ budget requirements and presents findings to both IT and business leaders.

The BSA is also responsible for the analysis of requirements, analyzing and confirming ability to test; programming of custom workflow for test management and defect tracking; and development of automated test scripts/ scenarios traceable to requirements. This position is responsible to know and understand industry best practices and approaches to business challenges and their relation to systems solutions.

Position Requirements:
Education and Experience:

Degree or diploma in Computer Science or a related discipline and/or certification in business analysis (e.g. Certified Business Analysis Professional, Certified Competency in Business Analysis) combined with a minimum of 4 years of recent, related experience*.

  • Recent, related experience must have occurred in the last include 8 years and must include the following:
  • Business analysis including working with business users and/or subject matter experts to produce requirements e.g., gap analysis, business process design, business rules and other analysis work products.
  • Experience with each phase of the project management life cycle.
  • Experience with the systems development life cycle (SDLC) e.g., problem resolution, acceptance testing, implementation, and post implementation reviews.
  • Experience with the following business systems and process:
    • Retail - POS, Inventory, Pricing, Markup/Promotions, Marketing, Merchandising, Replenishment, Workforce Management, Space Planning, Assortment Planning.


Preference may be given to those candidates with any of the following experience:

  • Branch and Government business systems and processes (i.e. RFP, Budgeting).
  • Experience with change management.
  • Experience with one or more of the following business systems and process:
    • Wholesale - Demand Planning, Forecasting, Warehouse Management System, Transport Management Systems, Labour Management, Replenishment, Inventory Management, Customs, Excise.
    • Corporate - Finance (A/R, A/P, G/L, Data Management, Audit, Purchasing), HR (Recruitment, Payroll, Training & Learning, Labour Relations, Occupational Health & Safety).

The Retail Associate conducts day-to-day operations within the retail location while adhering to company policy and industry regulations.</b></h4><h4><b>Full Time and Part Time positions are available!</b></h4><h4><b>Essential Duties and Responsibilities</b></h4><h4><b>o Provide outstanding, accurate customer service to patrons by answering or appropriately directing questions and concerns.</b></h4><h4><b>o Lead tours of sales floor within the store, making product recommendations based on ongoing research of strains, cannabinoids and vendor-produced products available.</b></h4><h4><b>o Maintain knowledge of all cannabis strain profiles, edibles, concentrates, pre-rolls and accessories for sale in the dispensary, utilizing knowledge of how cannabinoid profiles and potency affect the body.</b></h4><h4><b>o Retain thorough and comprehensive knowledge of patient and member benefits, discounts, coupons and promotions, encouraging memberships for medical guests.</b></h4><h4><b>o Understand the exchange policy, accessories manufacturer warranties, and how to facilitate.</b></h4><h4><b>o Abide by product handling procedures, including company safety and health policies as well as regulatory agency compliance.</b></h4><h4><b>o Maintain cleanliness and organization of store by stocking items and supplies, sweeping, mopping, and sanitizing.</b></h4><h4><b>o Answer phone with scripted greeting and provide customer service.</b></h4><h4><b>o Accurately record online orders into the point-of-sale (POS) system.</b></h4><h4><b>o Confirm accuracy of order displayed in POS (correct product, quantity and/or weight, RFID, Pricing, etc.).</b></h4><h4><b>o Verify correct use of MED-required packaging and labeling according to policy.</b></h4><h4><b>o Operate cash register by using barcode scanner, computer-based POS system and cash drawer to process transactions, ensuring patrons and patients leave with labeled product inside of a state regulated exit bag with correct change and a receipt.</b></h4><h4><b>o Adhere to security protocol and promote safety for patrons, patients and other Team Members.</b></h4><h4><b>o Work as part of a team to ensure sales, guest satisfaction and that compliance goals are met by designated timelines.</b></h4><h4><b>o Fill all time during scheduled shifts with productive, useful activity, including cleaning, stocking, researching, organizing or completing any other tasks to contribute to company success.</b></h4><h4><b>o Adhere to all company uniform policy and preserve all provided necessary equipment.</b></h4><h4><b>o Uphold personal hygiene to ensure safe interaction with patients, product and other Team Members.</b></h4><h4><b>o Complete all duties in a timely manner consistent with company standards.</b></h4><h4><b>o All other job duties as assigned.</b></h4><h4><b>Qualifications:</b></h4><h4><br /><b>Education:</b></h4><h4><b>o High School diploma or General Education Development (GED) required training.</b></h4><h4><b>o Must maintain current knowledge and adhere to all policy and regulations of the Colorado Marijuana Enforcement Division (MED); Colorado Department of Public Health and Environment (CDPHE), Health Insurance Portability and Accountability Act (HIPAA), and TGS Global</b></h4><h4><b>Required Skills &amp; Experience:</b></h4><h4><b>o Excellent computer, mathematical, language and reasoning skills.</b></h4><h4><b>o Retail, operations and/or sales experience.</b></h4><br /><h4><b>Preferred Skills &amp;
