The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

We employ nearly 5,000 people in over 200 communities and have hundreds of career opportunities spanning our entire wholesale, retail and corporate operations – from supply chain logistics to high-tech solutions, and everything in between.

The information technology (IT) team is highly customer focused and directly supports four distinct lines of business: retail liquor, wholesale liquor, cannabis, and corporate. These line of business IT teams are supported overall by both a Chief Information Security Officer and a Chief Technical Officer and their respective departments to ensure the organization prioritizes security and innovation.

At present the technology team consists of more than 200 full-time employees and has also adopted a multi-sourcing strategy and leverages external expertise, Cloud SaaS based services and government shared services as appropriate.

The teams integrate, maintain and enhance more than 80 business systems on a hybrid on-premises and cloud infrastructure. These include:

  • Merchandising and retail store systems that process 40 million plus customer transactions per year.
  • Wholesale, distribution and warehouse systems that enable the movement of 17 million plus cases per year.
  • Corporate finance systems to service an annual budget of approximately $3 billion and HR and payroll systems to service more than 5000 employees.

The Enterprise Data Architect is responsible for developing the LDB’s Enterprise Data Architecture and business metadata services and managing the Branch’s shared data and data security to support the Branch’s data related goals and objectives. The Enterprise Data Architect ensures timely, accurate and shareable data; minimized data redundancy and duplication.

This position focuses on running both Master Data Management and Metadata Management programs. The Enterprise Data Architect applies detailed knowledge of underlying data and data products and subject matter expertise on content, current and potential future uses of data, and the quality and interrelationship between core elements of the data repository and data products. The Enterprise Data Architect has an end-to-end vision and sees how a logical design will translate into one or more physical Databases, and how the Data will flow through the successive stages involved.

The Enterprise Data Architect interacts with various business groups to help define needs, and then translate those needs into customized solutions that deliver long-term value to the business. This position finds creative ways to integrate, enrich and clean information in a hybrid (both Cloud and On-Premises) infrastructure.

Position Requirements:

Education and Experience:

A degree or diploma in computer science or related field, with a minimum of 5 years of recent, related experience*

  • Recent, related experience must have occurred in the last 8 years and must include the following:
  • Experience leading the development and implementation of data architecture e.g., development and maintenance of data architecture, data integration, data modelling, designing, and implementing meta data models.
  • Experience applying data architecture in an environment that encompasses both commercial off-the-shelf (COTS) and custom developed systems.
  • Experience using and applying data architecture frameworks (e.g., DAMA-DMBOK (DAMA International’s Data Management Body of Knowledge), ZACHMAN Framework, TOGAF, etc.
  • Experience using and applying Software development architecture and methodologies (i.e., Cloud architecture, Agile, SOA, etc.)
  • Experience leading Data Governance Program.

Preference may be given to candidates with any of the following:

  • Experience working in an enterprise organization.
  • Experience leading a Metadata Management program.
  • Experience with FOIPP, data access/ retention, archiving, and security standards.
