The Chief Compliance Officer (CCO) is responsible for Oversight of MVB’s Regulatory Compliance program for both the Fintech business and CoRe business (Branch Banking). MVB has Fintech banking relationships across various account types, ranging from basic business operating accounts to more complex banking/lending-as-a-service relationships (BaaS/LaaS). The CCO should have experience operating in a BaaS relationship structure, working with Fintech partners to develop Compliance risk management programs. The CCO will develop a Compliance risk management program tailored to risks specific to the industries in which MVB’s fintech clients and prospects operate, including online gaming and sports betting, crypto currency, emerging payment, and cannabis. This leader will help accelerate the maturity of MVB’s Compliance program, strengthening the system of internal controls and the initial assessment and ongoing monitoring of clients in these industries in these emerging industries. The CCO should have a strong background in consumer compliance for both DDA and lending products.

This leader will engage with senior business and risk executives across MVB to influence business activities and decisions and will partner her/his peers on the Risk Management team including the head of Fintech Risk & AML, Legal Counsel, head of Fraud and Identity Risk and the Chief Operational Risk Officer to ensure activities are well coordinated. This leader will also work with clients to ensure there are strong, open lines of communication and coordination of risk management activities between MVB and our fintech partners. She/he should have a strong, executive presence and excellent verbal and written communication skills required for regular communication with MVB’s Board, Committees and Regulators. This role report to MVB’s Chief Risk Officer.

Specific responsibilities include:

  • Strategic leadership for MVB’s Compliance Risk Management program, providing guidance to help address tactical remediation of issues and thought leadership the roadmap for ongoing strengthening
  • Own all Compliance related MVB Policies, and manage the process for periodic policy review and update for all policies across MVB
  • Provide guidance to Operational areas on Compliance requirements, based on documented policies
  • Manage and continue to strengthen MVB’s Compliance testing program
  • Assess new products for compliance risk, perform due diligence on higher-risk client relationship and business acquisitions
  • Develop strong relationships with MVB’s clients and prospects, and facilitate processes for ongoing communication and information sharing to facilitate strong oversight processes
  • Regular reporting (written and verbal) to executive management and the Board Risk and Compliance Committee in a clear, concise manner
  • Develop strong relationships with MVB’s regulators through proactive communication and thoughtful written presentations that effectively communicate both tactical and strategic risk initiatives

The Candidate:


A well-qualified candidate will have expertise in both Fintech banking relationships, including BaaS and LaaS, and a strong working knowledge of regulatory compliance requirements for both consumer deposits and consumer lending. She/he should also have excellent verbal and written communication skills necessary for interaction with executive management, the Board, and Regulators.

Required Qualifications


  • 10+ years of experience in risk management at Bank and/or NBFI / MSB.
  • Excellent verbal, written, and interpersonal communication skills, and experience presenting to executive management and the Board.
  • Experience presenting to Bank regulators, both written and verbal presentations
  • 3+ years of experience in BaaS and/or LaaS, as an employee of a Bank, Fintech, Consultant or Regulator
  • Program management focus and the ability to drive outcomes and results
  • Strong analytical skills with high attention to detail and accuracy

Other Desired Qualifications

  • CRCM or other Compliance certification - preferred
  • Fintech Industry risk management certifications - preferred
  • Strong interpersonal, influencing, and communications skills with an ability to interact effectively with stakeholders at all levels, including bank regulators
  • Experience working for a bank regulator (FDIC, CFPB, OCC, Fed) is a plus
  • Proven leadership skills to drive alignment across stakeholder groups to develop and deliver repeatable compliance risk management solutions

The VP and QA and RC is responsible for managing all QA functions, working with cross-departmental leadership to deliver high-quality products on schedule.</p><p><b>Quality Assurance Job Responsibilities</b></p><ul><li>Develop, maintain, and manage highly organized quality systems for manufacturing, testing, and releasing natural health and cannabis or hemp products.</li><li>Prepare, finalize, and update policies, procedures, and record forms related to these quality systems.</li><li>Ensure these quality systems comply with Health Canada regulations and other foreign regulations as needed.</li><li>Prepare and maintain Preventative Control Plans (PCPs) for Cannabis/Hemp product manufacturing.</li><li>Plan and conduct training for all staff on the quality systems and ensure the systems are properly implemented.</li><li>Set up training files for all staff, ensure required training is complete and all training records are continually updated and maintained.</li><li>Prepare and coordinate certifications required for Natural Health and Cannabis product production.</li><li>Plan, schedule, and perform/coordinate internal company and external third-party audits.</li><li>Review vendor qualification files for completeness and accuracy and conduct vendor qualification audits.</li><li>Review production, testing, and related documents and results and prepare required documents for product release.</li><li>Perform investigations of system deviations and implement Corrective and Preventative Actions (CAPA).</li><li>Track metrics related to compliance and efficiency of the quality systems and provide recommendations for improvement.</li><li>Build and maintain positive relationships within all levels of the organization.</li><li>Collaborates with other members of management to develop new product and engineering designs and manufacturing and training methods.</li><li>Manages quality assurance staff job results by coaching, counseling, and disciplining employees.</li></ul><p><b>Regulatory Compliance Job Responsibilities</b></p><ul><li>Manage the process for registering and obtaining regulatory approvals for new/extension and change products with sufficient lead time for market introduction.</li><li>Ensures all regulatory compliance, submission, and approvals are met.</li><li>Prepare and submits regulatory filings with relevant authorities for products.</li><li>Establish an information management system for regulatory affairs ensuring accuracy and completeness as well as document security.</li><li>Maintain product information databases. Also maintains registration and listing files – including interim and monthly/annual reports.</li><li>Collaborate cross–functionally with other departments and external resources including regulatory references and for contribution to the completion of regulatory filings.</li><li>Analyze and communicate new or changing requirements and standards.</li><li>Liaise with the Canadian Government on policy changes.</li><li>Develop strategies programs and processes to meet business objectives and ensure compliance with regulatory requirements.</li><li>Participate in product safety alert/recall policy development and coordinates recall.</li><li>Review and approve product labeling.</li><li>Work closely with the Marketing Team to ensure claims/positioning of new products in development are compliant with existing and potential future policy change.</li><li>Work closely with R&amp;D and Co-packers to help guide formulation compliance in the early phases of new product development.</li></ul><p>Please note this job description is subject to change based on the needs of the business.
