The Dispensary Manager isresponsible for the overall functioning of the Opioid Treatment ProgramDispensary Staff. S/he will coordinate with the Program Sponsor to manage themedication inventory. This position must maintain the safety, efficiency, andoverall functioning of the dispensary. The nature of this position isfast-paced and requires frequent issue resolution. The Dispensary Manager willreport directly to the Clinic Administrator and will work closely with theMedical Director to ensure quality clinical care.

The Dispensary Manger shouldadhere to and value the philosophy of harm reduction, including that Medicationfor Opioid Use Disorder is recognized as the preferred method of addressing opioidaddiction, and that every patient deserves to be treated with respect,compassion and dignity.

Responsibilities:

  • Ensures implementation of all dispensary- and nursing-related clinic policies and procedures; recommend policy and procedure updates and changes as necessary
  • Ensures security of medications, patient records, and any other documentation required by the Washington Pharmacy Quality Assurance Commission (PQAC), Department of Health (DOH), or the Drug Enforcement Administration (DEA), and other accrediting or authoritative agencies
  • Ensures that the clinic protects the rights and confidentiality of all patients to provide each patient with the required medical and clinical care
  • Responsible for acceptance of the delivery of medications
  • Coordinate and work with the Program Sponsor, Clinic Administrator, and Medical Director regarding the following:
  • Continually evaluate the needs and effectiveness of current dispensary practices including: ordering medications, dispensing, accurately executing medication orders, maintenance of medication records and destruction of medications.
  • Maintain accurate records of all transactions of the dispensary necessary to ensure accurate control over and accountability for all drugs as required by applicable state and federal laws, rules and regulations.
  • Assist with any inspection conducted by the Washington Pharmacy Quality Assurance Commission (PQAC), Department of Health (DOH), or the Drug Enforcement Administration (DEA)
  • Work closely with the Dispensary Managers at other WCDC OTP locations to ensure consistency of procedures across the sites. Assist remote sites with trouble-shooting dispensary processes at needed
  • Serve as a liaison with other departments and with community health care providers as needed to coordinate the best possible client care
  • Work with local jails around patients needing jail dispensed medication
  • Ensure the dispensary is adequately staffed at all times and provide back-up as needed.
  • Provide conflict resolution between Dispensary staff and patients when needed. Ensure strong staff team cohesion and collaboration
  • Participate in site management meetings and represent the interests of staff
  • Approve time sheets and leave requests submitted by staff
  • Conduct performance evaluations of dispensary staff in accordance with agency policies and state regulations
  • Maintain a strong policy knowledge of all applicable federal, state, and local rules, laws, and regulations. Maintain regulatory program compliance.
  • Knowledge and compliance with HIPAA policies and procedures
  • Participate in Federal and State substance use disorder training and continuing education as needed to perform in the position safely and effectively
  • Interacts with all staff in a positive and motivational fashion, supporting the company's mission and patient experience
  • Complies with other ad hoc requests and projects as assigned
  • Ability to travel as needed (minimal)

Position Requirements

Education:

Must be a Registered Nurse, Nurse Practitioner-ARNP, Physician Assistant, or Registered Pharmacist, and have a current Washington State License in his/her field.

Experience:

Previous experience in a supervisory position is required. Prior experience in an Opioid Treatment Program is highly desired.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential duties and responsibilities of this job:

A majority of the work shift is sitting at a desk in front of a computer. Will spend some time on feet while interacting with staff, visitors, etc. Should have the ability to lift and carry up to 25 lbs. as may be responsible for carrying heavy files or boxes.

  • The nature of this position is fast-paced in high-stress situations and conditions
  • 2+ Years successful staff management in a healthcare/clinic environment
  • Knowledge of all federal and state regulations pertaining to the storage, ordering and dispensing of scheduled substances ·
  • Opioid Treatment Program experience will be given hiring preference
  • Computer literate, with basic knowledge of Microsoft Office Suite, and electronic medical records systems, as well as a high level of initiative in keeping current with technological change
  • Ability to establish and maintain effective working relationships with staff, clients, and outside contacts from a wide variety of ethnic, socioeconomic, and cultural backgrounds; good diplomatic skills, including strong conflict-resolution skills
  • Excellent interpersonal and communication skills
  • Excellent organizational and time management skills
  • Conducts all business activities in a professional and ethical manner
  • Experience working in or with federal, state, and/or local government administrations preferred
  • No history of alcohol or other drug misuse for 3 years prior to employment and does not display evidence of alcohol or other drugs while employed as the Dispensary Manager
  • Must be able to pass required background checks
  • Complies with and is up-to-date with all other testing, screening and credentialing as required

This ensures the quality of product meets or exceeds standards.</p><p>• Plan and execute on strategic direction of cultivation facility consistent with direction from Management and in alignment with Company goals</p><p>• Develop and execute forward-thinking plans for cultivation facility to include expansion, integration of new technologies, and adaptation of processes to improve efficiencies and decrease costs</p><p>• Design and implement a cultivation schedule aimed at utilizing the full potential of the facility to produce consistent, high-quality cannabis and ensure the needs of plants are being met at all times</p><p>• Identify nutrient deficiencies and environmental problems, providing and implementing immediate solutions, and tracking and analyzing the outcomes of those solutions</p><p>• Train and manage Assistant Cultivation Manager, Cultivation Supervisors, and Cultivation Associates in appropriate and approved cultivation methods, processes, and procedures</p><p>• Supervise and manage Assistant Cultivation Manager, Cultivation Supervisors, and Cultivation Associates, ensuring proper scheduling of staff with adequate coverage to address cultivation needs</p><p>• Develop fertilization, irrigation, and feed schedules, and enforce adherence to those schedules</p><p>• Develop and implement an integrated pest management (IPM) plan in accordance to state and local rules and regulations</p><p>• Ensure proper execution of established cultivation standard operating procedures (SOPs), coordinating with the Facility Operations Manager to update procedures as necessary</p><p>• Ensure needs of plants are being met at all times, overseeing the daily activities relating to proper light intensity and positions, irrigation, fertilization, plant maintenance, sanitation, and equipment functionality</p><p>• Oversee proper techniques related to cultivation, including but not limited to transplanting, pruning, defoliating, watering, and feeding</p><p>• Perform daily quality inspections of plants and their environment, immediately identifying and resolving problems</p><p>• Maintain functionality of equipment and the facility, making minor repairs and spearheading larger repairs and equipment replacement, as needed</p><p>• Ensure proper inventory of cultivation supplies, including light bulbs, grow media, and nutrients, and place orders for supplies with the Facility Operations Manager</p><p>• Implement and adhere to cultivation schedules by consulting vegetative plant inventories daily to ensure that sufficient numbers of healthy plants are being prepared for the flower process</p><p>• Schedule harvest of plants with the Postharvest Manager, based on cultivation schedule and plant maturation</p><p>• Coordinate harvest times with the Postharvest Manager, ensuring harvests are adequately staffed</p><p>• Perform employee trainings for Cultivation Associates at the time of onboarding and anytime that a procedure is adjusted or implemented</p><p>• Collaborate with Facility Operations Manager to update SOPs in identifying and addressing plant-specific issues, environmental issues, and climate control, and coordinate the harvesting of plants</p><p>• Ensure proper labeling, tagging, and traceability of plants, including plant counts, both physically and in METRC, and correct plant inventory discrepancies immediately</p><p>• Enforce all safety regulations and use of required PPE</p><p>• Assist with calculating production yields and determining areas of improvement for each harvest</p><p>• Facilitate inspections, whether initiated internally or through a governing entity, using inventory and compliance audits</p><p>• Physical Requirements of the Job: VERY LABOR INTENSIVE. Must be able to lift, carry and balance up to 75 pounds (125 pounds with assistance), may include walking or standing for extended periods of time, as well as stooping, bending over and/or crouching.
