Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, San Diego Field Office, Trade Division, located in San Diego, CA.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position.

In this position you will be providing advice and consultation to programs that involve and support the mission of DHS. This position starts at a salary of $125,600.00 (GS-14, Step 01) to $163,279.00 (GS-14, Step 10) with promotion potential to $163,279 (GS-14, Step 10). Major Duties for this Position Include:

• Interpreting and implementing of all agriculture programs and policies relating to Titles 7 and 9 and any other matter as required by U.S. Department of Agriculture (USDA) which may impact CBP operations.

• Directing the determination of levels of risk for possible violations of laws and threats to national security, economic and agricultural interest. Disseminates information for targeting high-risk shipments, conveyances for examination, and passenger and flight risk analysis.

• Providing guidance on the use of databases to place lookouts and holds on targeted shipments, carriers, flights, passenger baggage, and conveyances.

• Planning, organizing and directing team or task force efforts across organizational lines, including the ability to monitor progress to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to accomplish mission requirements in a timely manner.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Planning, organizing, coordinating, controlling, and evaluating the activities of an organization(s)

• Serving as a technical consultant and providing expert guidance on the interpretative techniques and regulatory requirements pertaining to the processing of all agriculture-related passenger baggage, merchandise, commodities, cargo and all types of conveyances;

gathering and analyzing information from all available sources including USDA and conducting a wide range of record checks using a variety of databases, systems, and tactical intelligence to identify associated risks

• Making recommendations for program improvement and manages all resources as corporate assets

• Interacting with carriers, other agencies and foreign entities to exchange information and providing guidance on admissibility and compliance.

You qualify for this position if you possess one year of specialized experience as described above and meet the basic requirement listed below.

Education/Experience Requirement: You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences (including botany, entomology, and plant pathology), agriculture, natural resource management, chemistry, or related disciplines (e.g., ecology). If you have not completed the above described education, you must have completed at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry or a related discipline at an accredited college or university plus appropriate experience or additional education. Examples of qualifying experience may include working in such areas as pest management, environmental monitoring, farm management, agricultural commodity importation and/or exportation, or other related experience in pest/pathogen detection, regulation, eradication, and control.

Transcripts: If you have never held a position in the GS-0401 series with Customs and Border Protection, you are required to submit a copy of your transcripts with your application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Medical Requirements: The Agriculture Specialist position has medical qualification standards. Persons in this position must demonstrate they are physically and mentally capable of performing the essential functions of the position. The medical standards also include specific vision and hearing requirements as noted below.

Vision:

• Distant Visual Acuity: Must be at least 20/30 or better in the best eye with or without correction. Individuals who have undergone refractive eye surgeries/procedures (e.g., photorefractive laser surgery, keratoplast, LASIK) may be qualified provided they have no post-operative adverse complications and they meet the vision requirements.

• Near Vision: Must be 20/30 or better Snellen with or without corrective lenses.

• Color Vision: Must be able to distinguish colors (i.e., red, green, yellow, blue, orange, purple, pink, brown, black, white, gray). Use of an X-chrome lens is not acceptable.

• Visual Fields: a minimum of 140 degrees in the horizontal meridian.?

Hearing:

• Hearing level in each ear must not exceed 40 decibels (dB) for the average of the following frequencies: 500, 1000, 2000, and 3000 Hertz (Hz).

• The difference in hearing level between the better ear thresholds and worse ear thresholds may not exceed 15dB for the average of 500, 1000, 2000, and 3000 Hz.

• The difference in hearing level between the better ear and worse ear may not exceed 30dB at 4000 or 6000 Hz.

• The use of hearing aids to meet the standards is acceptable.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

• Working for the U.S. Government as a federal civilian or as a member of the military

• A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

• Participation in a study abroad program sponsored by a U.S. affiliated college or university

• Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators.

The AMS will be a teacher and a leader who has the crucial interpersonal skills required to achieve the long-term goals necessary to Revolution Cannabis' continued success.</p><p><b>Essential Functions:</b></p><p>• Manage, motivate, and lead a multi-tiered food/packaging and general production staff</p><p>• Own ultimate responsibility for the second shifts' performance and output</p><p>• Continuously train all directs on all safety and quality measures (OSHA/GMP'S/HAACP)</p><p>• Onboard all new employees on all safety, and quality measures (OSHA/GMP'S/HAACP)</p><p>• Stringently enforce all safety practices and guidelines during the execution all work functions</p><p>• Drive enhancement of a food safety/hygiene focused culture in edible(s) production</p><p>• Participate in new employee searches, interviews, and evaluations</p><p>• Motivate staff to embrace our culture of safety and quality</p><p>• Responsible for all direct reports' adherence to all current and future regulatory requirements</p><p>• Document and archive employee regulatory compliance, including disciplinary actions</p><p>• Participate in daily manufacturing set up and shut down processes</p><p>• Oversee pre- and post-production meeting(s) to maintain messaging and continuity of purpose</p><p>• Assist security department with all product custody and proprietary information issues</p><p>• Drive the use of ERP and other systems as both a communication and planning tool</p><p>• Capture process data to improve efficiencies, in labor and automation output</p><p>• Direct and plan workflow(s) based on staff, time, and equipment constraints</p><p>• Track labor and production to maximize scheduling/head count/shifting</p><p>• Meet output goals and milestones while upholding quality, regulatory and process integrity</p><p>• Ensure processes and product follow internal quality standards set by the Quality department</p><p>• Support and implement cost optimizations via data collection for budget reports/forecasts</p><p>• Anticipate and plan for scaling and automation upgrades via project management tools</p><p>• Utilize Lean Six Sigma principles to increase efficiency and create cost optimizations</p><p>• Predict multiple product/process line work flows to achieve maximum yields and outputs</p><p>• Monitor sampling and retains management documentation and custody</p><p>• Report all equipment and automation efficiency, efficacy, and repair issues</p><p>• Convey production progress (milestones/goals/budgets/adherence) to senior management</p><p>• Facilitate communication and collaboration between Manufacturing and Quality departments</p><p>• Facilitate communication and collaboration between first and second shifts</p><p>• Enforce adherence to internal procedures (SOPs/GMPs) and external regulations</p><p>• Immediately document and explain all planned and unplanned SOP deviations</p><p>• Embrace all changes to approaches and SOPs per management directives</p><p>• Expand and craft SOPs as warranted given new processes that arise due to growth</p><p>• Maintain documentation system including production and compliance logs</p><p><b>Non-essential Functions:</b></p><p>Performs other duties as assigned.</p><p><b>Cross- Departmental Functions:</b></p><p>Performs other duties as assigned.</p><p>Required Skills</p><p><b>Minimum Education:</b></p><p>• High School Diploma or a bachelor's degree</p><p><b>Minimum Experience:</b></p><p>• 3-5+ years in a manufacturing setting, ideally in a regulated industry (food/pharma)</p><p>• 3+ years of direct report management, training, motivation, and discipline</p><p>• Experience leading a team in day-to-day operations without direct oversight is ideal</p><p>• A history of process data collection is necessary (OEE/time studies etc.)</p><p>• Past immersion in an ERP system as an end user during a \"build\" or implementation</p><p>• Prior history dealing with scaling and/or automation upgrades is useful</p><p>• Exposure to a multi-product and process environment is a plus</p><p>• Lean Six Sigma certifications and past implementations are also a plus</p><p>• 3 + years of SOP/GMP enforcement and intermittent creation</p><p>• Cannabis industry experience/exposure/knowledge is an advantage</p><p><b>Physical Requirements:</b></p><p>• Must be able to work seated/standing as appropriate at workstations for extended periods</p><p>• Must be able to speak at conversation levels with co-workers, vendors, etc. (Moderate noise)</p><p>• Must have visual acuity with/without job aids to perform activities such as; reading, viewing a computer terminal, visual inspection involving small parts/details.
