The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

The information technology (IT) team is highly customer focused and directly supports four distinct lines of business: retail liquor, wholesale liquor, cannabis, and corporate. These line of business IT teams are supported overall by both a Chief Information Security Officer and a Chief Technical Officer and their respective departments to ensure the organization prioritizes security and innovation.

At present the technology team consists of more than 200 full-time employees and has also adopted a multi-sourcing strategy and leverages external expertise, Cloud SaaS based services and government shared services as appropriate.

The teams integrate, maintain and enhance more than 80 business systems on a hybrid on-premises and cloud infrastructure. These include:

  • Merchandising and retail store systems that process 40 million plus customer transactions per year.
  • Wholesale, distribution and warehouse systems that enable the movement of 17 million plus cases per year.
  • Corporate finance systems to service an annual budget of approximately $3 billion and HR and payroll systems to service more than 5000 employees.

The Senior Manager supports the Line of Business IT Director and acts as their deputy. The role is focussed on changing the business through projects and continuous improvements and is responsible within this context for all aspects of technology, people, budget and process to ensure objectives are met in their line of business (Wholesale, Retail, Cannabis, Corporate). As such the position leads product management, business analysis, project management and quality assurance.

Position Requirements:

Education and Experience:

Degree or diploma in information technology, business, engineering, or related field, with a minimum of 5 years recent, related experience*.

Or

A combination of education, training and experience may be considered i.e., 7 years of recent, related experience* with formal course work and/or certifications in information technology, business, or related field.

  • Recent, related experience must have occurred in the last 10 years and must include the following:
  • Experience in identifying and evaluating risks from a business and technological standpoint as a senior manager i.e., risk identification, risk analysis, risk evaluation, risk treatment, and/or risk monitoring.
  • Experience managing organizational change including planning, implementing, and communicating change.
  • Experience leading, mentoring, and supervising technical staff including performance management.
    Preference may be given to candidates with any of the following experience:
  • Experience with business analysis and testing including working with subject matter experts (SME’s) and quality assurance teams.
  • Experience with each phase of the project management lifecycle.
  • Experience with product management, i.e., creating and managing IT product roadmaps, tracking progress, prioritization etc.
  • Experience working in a unionized work environment.
  • Experience working in a similar organization i.e., 5000 employees
  • Project Management designation i.e., PMP, MPM etc.
  • Experience leading senior level IT professionals to support delivery of strategic results.
  • Experience working with business systems and processes such as purchasing, distribution, retail, finance, audit and/or human resources.
  • Experience leading change management for initiatives, projects, and/or programs.
  • Experience working in Agile settings and leading Agile teams.
  • Experience with DevOps, Cloud transformation and SaaS.
  • Experience in Quality best practices, such as Capability Maturity Model Integration (CMMI) and automated testing.
  • Experience with IT Service Management and Operations, preferably ITIL practices.
  • Experience with financial management including budgeting, forecasting, and/or cost control.
  • Experience with Organizational Change Management models such as Prosci.
