Duties and Description

Serving as the Chief Medical Officer and Director of Clinical Programs, the incumbent of this position will provide clinical strategic direction and oversight of the medical cannabis program as well as design and implement the quality assurance and testing standards for the medical, adult-use and cannabinoid hemp programs. They will oversee the implementation of all research initiatives in these programs and support and enhance cannabis related clinical education, streamline and support patient and practitioners with medical cannabis certification and registration, and conduct general outreach and education.

Duties include, but are not limited to:

• Provide medical expertise to the Board and executive staff for the issuance of practitioner registrations and operator licenses as they pertain to the Office of Cannabis Management (OCM). Write medical opinions and prepare written and oral reports on medical treatment guidelines as they pertain to cannabis.

• Develop relationships with stakeholders including key opinion leaders, principal investigators, patient advocacy groups, and practitioners to include public feedback to inform regulatory actions.

• Work with the Board, Executive Director and OCM senior staff to develop the standards and policies and procedures for cannabis quality assurance, testing standards and product safety.

• Collaborate with the Board, Executive Director and OCM senior staff to develop evaluation criteria and minimum standards for Cannabis Research Licenses and actively encourage cannabis related research.

• Assist with guidance and regulatory development of the New York state adult-use, medical, and cannabinoid hemp cannabis programs.

• Collaborate with the Department of Health Wadsworth Center to develop the application requirements and standards for licensing and permitting independent laboratories to conduct cannabis testing in New York State.

• Assist the Department of Health Wadsworth Center with the oversight and enforcement of licensed independent cannabis testing laboratories, assess required testing reports, proficiency testing, routine audits and inspections and make recommendations on the analytes required to be tested.

• Provide leadership and serve as a subject matter-expert on cannabis issues.

• Present and communicate technical information clearly, and concisely to various stakeholders including other clinical professionals.

• Present to the legislature and other organizations on the Office of Cannabis Management Programs.

• Interpret, and implement New York state cannabis laws, rules, and policies.

• Coordinate with other government agencies and private industry on compliance.

• Develop and assess inspection, audit, and sampling procedures for licensees and testing laboratories.

• Understand and apply basic health and safety principles and practices of horticulture, agriculture, food, or the nutritional supplement industry.

• Understand and apply principles, theories, and practices of business administration including accounting, human and material resource management in organizations, sales and marketing, economics, and office information and organizing systems.

Skills/Education/Technical Requirements (preferred not required)

Candidates must be a licensed health care practitioner in New York State with at least ten years of relevant experience in their licensed field. Three to five years of previous management or supervisory experience required. Applicants should have some knowledge of cannabis from the clinical and public health perspective. Previous experience with harm reduction initiatives, quality control, quality assurance and laboratory testing preferred. Requires ability to work well in a close team environment and to manage multiple projects with excellent written and verbal communication skills.
