DEFINITIONUnder the general direction of the Commissioner of Agriculture, this position provides direction and programmatic support for the industrial hemp program. Services are provided to the agriculture and horticulture communities through the configuring, installing, monitoring, and maintaining the programs, systems, records, networks, and tele- or virtual communications of the Hemp Program, a division of the Virgin Islands Department of Agriculture (VIDA). Work also involves the preparation of reports, summarization of findings, and the production of recommendations to management on protocols, policies, and procedures. This position requires a confidential relationship to a policy-maker.

EXAMPLE OF DUTIES
DUTIES (NOT ALL INCLUSIVE)Consults with management personnel to define boundaries and priorities of scheduled projects.Reviews and conducts feasibility studies of all proposed projects within the organization.Monitors and receives applications for Hemp Program.Facilitates VIDA in conducting preliminary assessments of proposals.Determines specific information requirements and needs of management and allocates operating resources.Reviews computer operating schedule to introduce new programs testing and operating runs. Analyzes documents; programs workflow, and communicates with the public, industry, law enforcement, and other states to provide information on the Hemp Program. Provides information to media, stakeholders, and other parties on any issues and represents the Hemp Program at industry meetings, trade shows, etc. Develops educations materials, FAQs, and website information.Coordinates and manage planting and harvesting reports. Updates sampling procedures and provide field staff with the appropriate information. Works with Field and Laboratory staff to ensure inspection and sampling are completed according to Unit procedures/processes.Monitors established programs to refine procedures; prepares and maintain necessary records and reports.Coordinates enforcement actions regarding disposal of non-compliant material. Determines risks and traceability methods. Works with Hemp Commission on enforcement processes, documents, and State rule changes to provide analysis and reporting of laboratory results and enforcement activities.Performs other related work as required.

MINIMUM QUALIFICATIONS
MINIMUM QUALIFICATIONSBachelor’s degree from an accredited college or university in Agriculture, Plant-based science, Public or Business Administration or any closely related field and three (3) years of professional experience in a field that includes inspection and enforcement activities, developing outreach and educational activities for communication plans, presentations, development of educational materials, or any related area.
