We are currently accepting applications to fill two full-time vacancies in the Planning & Development Department. The vacancies may be filled in Santa Barbara or Santa Maria.

We are also establishing one employment list for current and future full-time, part-time and extra-help (temporary) vacancies. Applicants will also be considered for future vacancies in all divisions of the Planning & Development Department.

DEVELOPMENT REVIEW DIVISION: This division is responsible for reviewing and processing applications for development projects. These projects consist of subdivisions and a variety of residential, commercial, and agricultural development projects. In addition, the Division is responsible for preparing environmental documents in accordance with the State California Environmental Quality Act (CEQA) Guidelines and also coordinating with consultants on more complex environmental documents. The division supports a team that is the lead in processing permits for cannabis cultivation and related operations. CANNABIS PROGRAM: This is a unit within the Development Review Division. Santa Barbara County has a long history of agriculture and is now a leader in the cultivation of cannabis in the state. This position will work with industry representatives, members of the public, and a wide array of state and local agencies in permitting cannabis activities in the County. LONG RANGE PLANNING DIVISION: This Division prepares updates to the County's Comprehensive Plan, including the Local Coastal Program, State-mandated general plan elements, community plans, and zoning ordinances. This division is responsible for drafting new land use/environmental policies and other related legislation, and presenting them to the Board of Supervisors for adoption. ENERGY, MINERALS, AND COMPLIANCE DIVISION: The Energy, Minerals and Compliance Division oversees oil and gas activities offshore Santa Barbara County, the onshore facilities that support those offshore operations, onshore oil and gas development, surface mining, and renewable energy projects. Our oversight includes planning, policy development, permit processing, environmental review, permit compliance, code enforcement and public outreach. DISTINGUISHING CHARACTERISTICS: Planner I/II is a flexibly staffed series. Planner II is the journey level in the Planner series and is distinguished from Planner I in that the latter is an entry-level, trainee classification while the former is responsible to act as project manager and to interpret and apply related regulations to complex planning issues.

POSITION: Under general supervision, reviews and analyzes development applications; provides interpretation of land use and environmental policies and regulations to individuals and other agency representatives; acts as project manager; and performs other duties as required.

Ideal Candidate Qualities:

  • Experienced in making public presentations before citizens, organizations, and/or decision-makers.
  • Knowledge and experience in the practices and principles of planning.
  • Excellent written and verbal communication skills.

EXAMPLES OF DUTIES

  • Analyzes development applications to assess compatibility with land use and environmental policies and regulations;
  • Acts as project manager for complex projects or applications that require specialized knowledge and/or experience in interpretation of land use and environmental policies and regulations;
  • Supervises the writing of special studies or environmental impact reports; prepares written staff reports or environmental documents for presentation of recommendations to decision-makers;
  • Writes requests for proposals to secure consultant contracts for special studies or reports;
  • Writes land use and environmental policies and regulations for inclusion in county ordinances, the general plan, or environmental guidelines;
  • Works closely with other agencies to resolve conflicts and incorporate agreements into staff report recommendations and environmental documents;
  • Makes oral presentations to decision-makers and the general public at meetings;
  • Responds to controversial issues regarding land use and environmental policies and regulations;
  • Interprets land use and environmental policies and regulations to the general public, applicants, consultants, and representatives of public agencies;
  • Conducts site visits to investigate zoning violation complaints; enforces zoning rules and regulations;
  • Monitors construction sites and ensures compliance with mitigation measures;
  • Acts as a technical resource to subordinate staff;
  • Reviews development applications for completeness and accuracy;
  • Provides direction to and may assist in the orientation and training of subordinate staff;
  • Reviews legislation, journals, and periodicals to update information; develops and maintains reference materials and brochures to provide clarifying information to the public regarding the application process; and
  • Maintains a computerized project tracking system.

EMPLOYMENT STANDARDS

  • Possession of a bachelor's degree including 15 semester or 22 quarter units of course work in urban and regional planning, environmental studies, or life, physical, or social sciences; AND one year of professional experience in urban and regional planning, planning policy development, or environmental review and analysis; OR,
  • One year of experience performing duties equivalent to the class of Planner I with Santa Barbara County; OR,
  • An advanced degree in urban and regional planning, environmental studies, landscape architecture, or architecture; AND six months professional of experience in urban and regional planning, planning policy development, or environmental review and analysis; OR,
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Additional Qualifications: Possession of a valid California Class C Driver's License may be required.

Knowledge of: principles and practices of urban and regional planning and environmental review; state and federal laws, policies, and regulations related to planning and environmental issues including CEQA; basic math including fractions and percentages.

Ability to: read, understand, and interpret regulations and policies; compile and analyze relevant information and draw valid conclusions to develop recommendations to resolve issues; communicate verbally to explain policies and regulations to others; write staff reports, policies, ordinances, and correspondence using correct grammar, spelling, and punctuation; prepare and give public presentations before decision making bodies; record and maintain information for future access; organize work and set priorities to meet deadlines; establish and maintain effective working relationships with coworkers and public; use computer keyboard to maintain automated project tracking system and access other information systems; read and understand site plans, architectural drawings, and topographic maps; use personal computers including word processing software.

SUPPLEMENTAL INFORMATION

  • Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 12 qualified candidates.

Applicants must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking examination to be placed on an employment list.
